Latest LWP fails tests

It seems to require Data::Dump which I do not have installed, although I 
do have Data::Dumper. If Data::Dump is indeed a prereq, then it should be 
specified in the Makefile.PL so that it gets prepended to the install. If 
it is an optional module, then the test should be rewritten to reflect 
this.

The failing test is base/message-parts.t
