MM_Any::split_command - 20% for macro expansion

Hello,

  my Pugs (http://pugscode.org/) Win32 build needs this patch (attached)
too.

-    # set aside 20% for macro expansion.
-    my $len_left = int($self->max_exec_len * 0.80);
+    # set aside 30% for macro expansion.
+    my $len_left = int($self->max_exec_len * 0.70);

But as you see, this is not really fix.
