Don't do that. There are new breakages on VMS at least since MM 6.21
if not earlier. In current maintperl and bleadperl I'm seeing these
failures
lib/ExtUtils/t/Constant..............FAILED at test 27
lib/ExtUtils/t/INST_PREFIX...........FAILED at test 41
plus when doing a core build all the XS code gets compiled again when
making the "test" target. Hopefully I'll find time to look into
these or at least file a proper bug report one of these days.
