you should not try to use that version of CPAN.pm.
Anyway, you should check if in CGI::Application or in one of its
prerequisites there is a requirement for a higher version of Perl.
It this is the case we should check if this is really necessary.
Check the Makefile.PL or Build.PL for each file (you can use
search.cpan.org for this)
Lastly, maybe installing a local version of 5.8.5 would be the best way
to deal with this :)
