On new machines, it's under /Applications/Installers, if memory serves.
The Help, when I searched it, unhelpfully said "You may also have a
Developer Tools CD".
If you buy the OS separately - to upgrade an older machine for instance
- a Dev Tools/Xcode CD is included in the box.
