Comment (by neil):

 Hugs/WinHugs on both Windows and Linux are case-insensitive for entering
 commands.

 If you allow either case, those who want to type in upper-case are happy,
 and those who want to type in lower-case are happy.

 If you allow just upper-case, you'll upset the (very small) number of
 people who try upper-case.
