GHC 6.4.1 bug

The entire "utils" directory fails to build on IRIX64 6.5.29f because it fails to heed $GHCFLAGS.
I was able to fix the problem by editing makefiles and adding the appropriate -L arguments by hand.
I was building using the GHC 
6.2 binary tree on the site.
