 It happens in ghc/compiler.  strace reveals no activity after stat'ing all
 the files, and make -d gives lots of
 {{{
                      Pruning file `main/Config.hs'.
                  Pruning file `main/Config.hs'.
                  Pruning file `main/Config.hs'.
                        Pruning file `main/Config.hs'.
                        Pruning file `main/Config.hs'.
                    Pruning file `main/Config.hs'.
                    Pruning file `main/Config.hs'.
                        Pruning file `main/Config.hs'.
                        Pruning file `main/Config.hs'.
                      Pruning file `main/Config.hs'.
 }}}
 If you make stage1/main/Config.o by hand, the same thing happens with the
 prim files.
