It was intentionally removed (the intention being to remove heft from the installer) after it had been unintentionally included for quite a while. The rule has always been that only tools that GHC depends upon to operate are bundled with it on the mingw side -- the only exception to that rule has been the recent inclusion of 'ar'. Should GHC binary dists include a C++ compiler?
