hasktags produces the following error message after being run 
from the command prompt:

Fail: TAGS: openFile: resource busy (file is locked)

A file "tags" is created, but has 0 size.

I assume this is because you're on Windows - hasktags tries
to write two files "tags" and "TAGS", and they're probably
clashing due to the case insensitivity of the filesystem.

I've fixed hasktags to avoid this problem.
