Initial Comment:
SimonM removed openFileEx from GHC.Handle (it is still 
included, though deprecated in IOExts). It is still 
imported from GHC.Handle and used in 
fptools/ghc/compiler/utils/Binary.hs

My build on a CVS source checked out on 20th of June
failed at stage2.

I've attached a trivial patch which worked on my build.
