Summary: PosixTTY's testLocalFlag has c_iflags instead of c_lflags

Initial Comment:
PosixTTY.terminalMode uses the local function
testLocalFlag.
In 5.04.3 (and 5.04.2) testLocalFlag has "c_iflags" where
"c_lflags" is desired.

This has already been fixed in the new library unix/System/Posix/Terminal.hsc.
PosixTTY is now only a stub to the above module.
