Summary: ghc-pkg in ghc root directory

Initial Comment:
ghc-pkg.exe is present in the ghc/bin as well as in the ghc 
directory itself. Therefore, if you run the utility from the ghc 
directory, it looks for package.conf in the parent of the ghc 
directory.
