For the time being, I've used the FFI in ghc-pkg and hsc2hs to remove the
Win32 dependencies.

I think you are saying "don't build the win32 library". The trouble is
that in turn means you can't bootstrap GHC on Win32 at all. And that
means no GHCi, no TH, etc.
Is there no way to fix Win32 so it still builds?
