[Bug 7103] melange doesn't like "__const"

Not a bug.  It seems Cygwin goofed and is using "__const" in one place in the
header files.  Everywhere else they use "const".  (Actually it's a bug in
Redhat's newlib, which Cygwin uses.)  I send a report to Cygwin and Newlib.
