I upgraded the kernel to 2.4.32 and this error goes away; I presume extra
driver functions were added. test-mpeg2 now captures an MPEG2 stream
from the camera at 1080i.
I can use mplayer to create JPEGs from the MPEG2 stream and may script
this solution.
