No, implementing icons on the desktop is very difficult if you do not use
the root window.

In KDE3:

dcop kdesktop KBackgroundIface setWallpaper(QString wallpaper,int mode)

I don't remember if KDE2 already had this dcop interface.

They don't work without adaptations. [You can use xplanet]

I think it has improved a lot in KDE-3, check out KDE-3.1 when it is
released in a month.
