The panel is a separate application as well, so, it didn't crash and therefore works fine -- it doesn't really care about the desktop. Now if I only know why it crashed. And, I have to tell you that I don't know. But, it is almost a certainty that there is some misconfiguration of something somewhere, or something is missing. Can you start a "FailSafe" X session and then execute: startkde from the command line in the Xterm?
