Question: Do you get the right encoding when you view the files in a terminal? That would be more your Linux settings than your KDE settings, but it's worth knowing. I think if I set the konsole font to the Thai font, then I can see Thai file names. Trouble is, the KDE Select Font dialog is consistent. Konsole now is missing the encoding option as well. It would seem that I'd almost have to fiddle with my font names, and register the Thai encodings of the fonts as "Tahoma-Thai" for example. But this would be quite a kludge when things would be really quite allright if they'd just have left the encoding selection there. I will do some more investigating and probably eventually submit something. Thanks for your interest.
