I see your problem now. Unless somebody knows better, I would say you have a
feature request. You should probably submit a bug.

You can try it. But my understanding of locale is that it just changes the
language of menu items. Question: Do you get the right encoding when you view
the files in a terminal? That would be more your Linux settings than your KDE
settings, but it's worth knowing.
