compilation problem, kpackage --with-rpm, kde-3.0.5: msg#00315

hello,
i configured kdeadmin with --with-rpm and then make bombs out while compiling
kpackage with the following error:

i am using redhat-8.0 and trying to compile kde-3.0.5.
