Yes.
Wee allready have that though: since some time, we don't spellcheck text inside
tags ( "<we don't check here>but here we do" ). Update to KDE 3.3 to get it.
Javascript code and CSS content is still checked, while tag attributes like
title=TITLE or alt=ALT is not.

The future, as far as kate is concerned, is attribute based spelling, meaning
that you will be able to define which text types, as represented by their
highlighting, should be spell checked, on a pr language basis.

The future also includes spell checking from the cursor, and in selection only.

You allready can spellcheck a single selected word using that data tools plugin.
