Kate is part of the KDE project, there is parts of kate in the following KDE 
modules:
kdelibs: The editor component and plugins for that
kdebase: the Kate editor application
kdeaddons: plugins

If you update to the latest stable KDE version, you get the stable version, 
currently KDE 3.3.
For developmenmt versions, use KDE cvs.
