You probably need to specify a custom Officer under Server Settings. The 
default value is:

com/funambol/server/security/UserProvisioningOfficer.xml

I haven't used SugarCRM, but I'm guessing you'll need to specify something 
like:

com/funambol/server/security/SugarCRMOfficer.xml
