As for provisioning the device, that's going to depend on the device. For example, my Nokia 7210 can download via WAP browser and also through irDA. My Siemens S55 can do irDA, OTA and Bluetooth (which is kickass, BTW). My RIM Blackberry can only be provisioned via the Desktop Manager software. My i85s can only do it via data cable.
