The answers are going to vary from device to device for each of your
questions. As long as you have a data plan on the device, your networking
applications should work. As for provisioning the device, that's going to
depend on the device. For example, my Nokia 7210 can download via WAP browser
and also through irDA. My Siemens S55 can do irDA, OTA and Bluetooth (which
is kickass, BTW). My RIM Blackberry can only be provisioned via the Desktop
Manager software. My i85s can only do it via data cable. You get the
drift... ;)
