I don't think MIDP 1.0 explictly specify this detail, however, I think
it it is "typical" practice to default to UTF-8. MIDP 2.0 does specify
this detail: where the JAD must be converted before used, and the
default character set is “UTF-8”, and other character sets can be
specified via the "Accept-Charset" HTTP header.
