Summary: srfi-19 date->julian-day fails if time zone offset is zero

Initial Comment:
date->julian-day seems to succeed if the time zone
offset is, for example, -3600. However, it fails with
a "division by zero" error if the time zone offset is 0.

Example session:

SISC (1.11.0-alpha) - main
#;> (require-library 'sisc/libs/srfi/srfi-19)
srfi-6
srfi-8
srfi-23
optional-args
srfi-19
#f
#;> (import srfi-19)
#;> (date->julian-day (make-date 0 0 0 0 1 1 2004 -3600))
4906011/2
#;> (date->julian-day (make-date 0 0 0 0 1 1 2004 0))
Error in /: division by zero.
