SISC 1.9.2-rc Released

SISC 1.9.2-rc (Release Candidate) is released and is available from the 
website.  This release fixes two minor bugs and documents the CTRL-C 
functionality in the REPL.  As this is a release candidate, I would 
appreciate a thorough thrashing by the community to expose any issues 
before this release becomes final. 

* Fixed null pointer exception in the new load error message reporting.
* Fixed CTRL-C execution breaking in the REPL.
