On the IPAQ h5450 it sait that the module could not be found. On the IPAQ rx3417 it just reported 0 Access points. The line "WiFi spotter library unavailable" did never appear. I retried it with the spotter-ce.dll in the windows dir. There was no change in the results on both platforms.

It may be that it cannot find the native spotter DLL file.  Give this a 
try:

In the placelab distribution for WinCE, you'll find a 'spotter-ce.dll' in 
the native directory.  Copy that into your WINDOWS directory and give it 
another shot.

Let us know if you have success.  We're interested in building a list of 
compatible platforms.
