Discussion about issue #104976 - All zoom actions should be activated with CTRL

Recently a new issue #104976 (
http://www.netbeans.org/issues/show_bug.cgi?id=104976 ) has been filed.
It is about used key-modifier for zoom action.

Currently the ZoomAction is invoked using mouse-wheel only. The issue
suggests to use "Ctrl" modifier together with mouse-wheel. At the same
time there should be an API to create a ZoomAction with key-modifier
option (means both previous and suggested behaviors will be available).

This change of the default behavior of the ZoomAction will be
backward-incompatible and affects all current users of the library.
