[vote] Release c-builds plugins (and tools) 1.0-alpha-3

Hi everyone,

I'd like to call a vote for the release of the 1.0-alpha-3 version of the C-build plugins and tools.

Notable changes:

- Consolidation of tools projects into one project and a set of pre-existing plugins, in preparation for further streamlining and factoring out

- Refinement of the project-sources and patch plugins

- Consolidation of the resolution methods to a single, build-on-demand resolver (mojo, currently) that can resolve/install RPMs as needed, in addition to building dependency projects from source. This behavior is controllable using the -
DbuildOnDemand.mode parameter.

- Tested and working with both 2.0.5-snapshot and 2.1-snapshot (branch and trunk) versions of Maven.


This release shows significant progress toward streamlining the process of building make-oriented projects inside of Maven. With the current plugins and set of supporting tools, we should be just about ready to document things and move into a beta release.
