rat-maven-plugin

Hi,

I have written a rat-maven-plugin, which allows to run RAT, the
Release Audit Tool. (See http://code.google.com/p/arat/ for details on
RAT.)

As a Mojo committer, am I allowed to check this into the Mojo sandbox?
