Maybe Jetty has not been fully installed?

I suggest you compare what the archive (tar or zip) says it contains
with what has actually been unpacked.

Are directory permissions correct?

One additional hint, which probably isn't the cause of your problem
but might prevent some confusion in migrating from Tomcat:

Tomcat has to have all its webapps within a single directory (or did
last time I used it), Jetty can have the individual webapps placed
anywhere in the file system.
