When a servlet includes another using a path dispatcher
the parameters are merged but the value of the
javax.servlet.include.query_string should just contain
the string from the path URI.

For a forward, the query string should be set to the
query sent to the first element in the filter/serlvet chain.

Jetty takes the query string from the underlying HttpRequest
object, so it should be right.

Can you check exactly what this test is doing?
