Re: bug in UrlEncoded.java in org.mortbay.util?

It is not a legal URL to have an unencoded '=' character as part of a 
value - So you should NOT need this fix.

BUT your fix is pretty harmless and we should be "generous in what we
accept and strick in what we generate", so I will probably include it
in 5.0.1
