Are you referring to URL-encoded data after the '?' in the URL of an HTTP GET, or to the URL-encoded content within a POST?

Aparently there is bug when try to do URL decode on values that contain "=" characters.
The "=" characters are simply droped without any reason. Here is fix. see attached file.
I have checked with Tomcat. Tomcat keeps "=" characters. So is Perl CGI.pm
