report borders

Hello everyone,

I am facing a big problem regarding report borders. We need page borders for
all our reports.
If I make the page borders & put that image in the report background then it
does not display in the html & xls format & if I draw vertical lines in the
background instead of an image then also it does not come properly in the
html format.

Please help me what can I do to resolve this issue.
I have searched all the help on web but my problem is still unresolved.
