Hi,
To my knowledge, you can use rectangle to cover each section of the
report,
so that it appears as border for each section.
It worked in pdf, But the rectangle didn't work in HTML.
I am not sure about XLS.

As an alternative, you can use Frame instead of rectangle.
I believe it works for PDF and HTML.
