help needed for designing the report

hi all,

we have some specific requirement for generating a report in which we need a
rounded rectangle & in that rounded rectangle all other elements should be
placed.
When I make a rounded rectangle & place other elements over it, it gives
error & also when I generate the report with an empty data source, it does
n't show the rounded rectangle but only the other elements.

How can I make such adjustments, can anybody please give some ideas. ur
client is insistant on this design.
