Well you should have a look to provisionning tools. To do this, our client is
using Sun Identity Manager (IDM).

To integrate it with CAS, you have to customize the LDAP Handler to manage
expirated passwords and redirect user to
the password workflow of your provisionning tool which has its own password
policy.

We also made a Password Manager Service in order to reset password. The main
idea was to use the SPML service of IDM
which set a temporary and expirated password, send the email. Then the user at
first connection will have to set his
own password.
