Summary: shortcuts are wrong when install path contains accent

Details: i choose the installation directory: c:\program files\véritas
the shortcuts created are wrong: the 'é' is translated in 'é' (c:\program 
files\véritas)

i guess the problem comes from GetStringUTFChars in ShellLink.cpp

(i tried to change the encoding charset (java -Dfile.encoding=ISO8859_1) 
whithout success)
