Summary: Can't create program shortcut on chinese XP system
Details: I tried to create program shotcut on chinese XP system, but after
installation, the program shortcut doesn't appeer on the program group. I
checked the dir c:/Document and settings/users/ folder, I found the shortcut
created is a mess of code. and it isn't created in the expected place. I guess
IzPack create shortcut doesn't handle i18n properly, so it can't find the right
place to create shortcut and the shortcut text is also a mass of text .

I have the same problem with russian version of Windows: some dirs in Main menu
tree use cyrillic letters and IzPack constructs dir name incorrectly in this
case.
