Primary Key name cannot be set

Execute this:

DROP TABLE Foo IF EXISTS;
CREATE TABLE Foo(ID INTEGER);
ALTER TABLE Foo ADD CONSTRAINT PK_FOO PRIMARY KEY (ID);

If you expect that the primary key name is "PK_FOO", you are wrong. It is something like "SYS_IDX_446".

But I want to set the primary key name! How?

Is it a bug or am I doing something wrong?
