Narrowed this down to a simpler test case.  On RI I get:

bash$ sun java ExecWithEnvTest
java version "1.4.2_05"
java version "1.4.2_05"

and on Harmony I get:

bash$ hy java ExecWithEnvTest
java version 1.4.2 (subset)
java.io.IOException: Unable to start program
