+1 for adhering to the Eclipse standard.

I'd like to bring another idea into this discussion: many Eclipse
preference pages have an "enable project specific settins" checkbox and
a "configure workspace settings" hyperlink. See the Java Code Style
preference page, for example. This way, developers have more freedom in
configuring their tool. Workspace specific settings will indeed be store
in the metadata directory, whereas project specific settings should be
stored in a file located under project root.
