I don't know of any easy way to do this.
One way to at least automate the notification of changes might be to
set up a special mailing list for translators. Then either manually
email that list whenever a change is made to one of the documentation
files (manual.xml, findbugs_en.properties, ...) or even better get CVS
to mail commits for those particular files to the list.
