I suppose you'd have to have your Welcome_fr.html include HeaderInclude_fr.html. That said, how are you performing your localization? Are you, by chance, using Barracuda's <Localize/> Ant task and Barracuda's integrated loading of XMLC classes based on the browser's locale? Or are you using some other mechanism?
