That's weird. That's the location for the xcatalog.dtd under XMLC 2.2.xx. It
should be in the resolver.jar in a non-"enhydra" namespace for XMLC 2.3. Are
you sure have XMLC 2.3 in the classpath under Jetty? I can't look at this any
further at work. It will have to wait until I get home.
