[xmlc] Missing closing tags

I am trying to figure out how to get xmlc to keep my closing LI tags.

My html looks like the following 
...
<UL>
<LI id="x1">FILE</LI>
<LI id="x2"> </LI>
<LI id="x3">PRINT</LI>
</UL>
...
It drops the closing tags for x1 and x2 but keeps the closing tag for x3.

Any help would be appreciated.
