Technically, XMLC doesn't have a logger, just an abstraction around other 
loggers.

There is no particular reason this class has to be part of the XMLC package,
which will avoid enhydra waiting on xmlc to include it and avoid creating
a dependency on log4j in xmlc.  This will also allow customizing this logging
to enhydra's needs.
